The forehead protector is received once a ninja graduates from the Ninja Academy, so only genin-level or higher ranked ninja possess them. Despite the name "headband", it can be worn in many different styles. For example, while the majority do wear theirs in the traditional manner, Sakura uses hers as a hair-band, Shikamaru has his on his upper arm, whereas Rock Lee and Might Guy wear theirs as a belt when they wear their green jumpsuits, while Temari and Hinata wears theirs as chokers.
Genma Shiranui wears his forehead protector on the back of his head. Tobirama Senju, Kisame Hoshigaki, Zaku Abumi and Yamato also wear a mask-style forehead protector that frames their faces, rather than a cloth wrapping around their heads.
Gaara wraps his on his sand gourd. Kakashi Hatake and Tonbo Tobitake wore theirs as makeshift eye-patches. The forehead protector is meant to symbolize pride in one's village, as well as a symbol of fealty. Ninja consider it an honorable, important part of their tradition, and make a point of wearing it at all times, especially when sparring with a comrade from the same village.
For example, after the search for Tsunade, Naruto was angered by Sasuke's refusal to wear his headband during their fight. A shinobi's headband symbolized who you are loyal to, so is there any significance to the headband's color, and if not, why was it repeatedly changed?
As Kuwaly state, there does not appear to be any significance in the color of their Headband's strap. The most common of all colors are either the blue or black. Navy Blue: The most common colour of forehead protectors. Many ninja keep this colour for the entirety of their ninja career.
Black: The second most common colour of forehead protectors. Some, such as Naruto Uzumaki, even switch from blue to black after the timeskip. So given that information, Naruto changed his headband due to the fact that it was simply torn and needed to be replaced. Navy and black seem to just both be common colors. Other characters switched color after the timeskip, such as Sakura and Choji, both of whom switched to red.
Theories on why various characters' cloth color changed include that it's to match their new look or that it's based on rank , but there doesn't seem to have been anything specifically said by the creator that I can find , and neither of those theories are particularly consistent with the rest of the show.

In part one, Neji was the only one wearing this color headband I knew since we saw Naruto in color that he had switched to a black headband, presumably to go with the replacement of blue with black on his new outfit. But you can also see that Kakashi and Iruka's headbands are now black as well, along with their jounin shirts, which used to also be blue. Maybe this was just a stylistic choice by Kishi for the character poll?
Sakura also seems to be wearing a black headband and we already know that hers is supposed to be red to go with with her new uniform. Maybe he just ran out of red and blue ink? Space Alien baby? Well that's odd, especially since Kakashi retains his navy-blue colors in even the recent volume cover he was featured on, and Sakura has that red on her forehead protector as well.
